Chinese gunboats present. The Portuguese gunboat "Macao"

moved up to Wanchai near the Torpedo boat and the gunboat

"Patria" which was refitting was towed dow: near to

*Tarantula" because, although unable to steam, ner guns were

still available. The Captain of the port also carefully

explained that on this occasion no warning would be given;

this was possibly due to the independent advice of both myself and the Commissioner of Customs, that anything in the

nature of a threat or ultimatum only put the Portuguese in a position from which it would be hard to extricate themselves,

should they so desire. This phase of the situstion was briefly reported in my 1030 of the 24th (Enclosure I)

His Excellency was in an exceedingly disturbed state of mind

and informed me that the situation was extremely critical

and his troops very disturbed. Colonel Hayley Bell was also present, having persuaded one Chiang Siu Chan) who was apparently in charge of one of the Chinese gunboats present, to accompany him to the Governor's residence. Chiang Siu Chan was not present at this interview.

When I arrived His Excellency had already summoned a special meeting of the 'Loca Senado" augmented by the Chief Justice, Naval and Military officers and other important personages, but before meeting then he had a long conver- sation with me. He asked me again what was the opinion of H.B.l. Consul-General and I again told him that the Consul-Gene al was most emphatic as to the absolute necessity of setuling the matter diplomatically and of doing nything

which could lead to hostilities, the result of which it was

impossible to foretell. His Excellency asked what I thought

and and I said I could only agree with the Consul-General, that, should hostilities commence now, it was probably exactly what was intended by the Chinese authorities, were causing the situation, and that he would be playing
